Notice is hereby given that the Monroe City Planning Commission will meet on Tuesday, April 19, 2022, at the Monroe City Offices, 10 North Main Street, which meeting shall begin promptly at 7:00 P.M.

1. Chairman Bart Lee conducting- Meeting called to order- Prayer- Roll call.
The regular meeting of the Monroe City Planning Commission was called to order by Chairman Bart Lee on April 19, 2022, at 7:00 p.m. Opening prayer was offered by Commissioner Dickinson.

2. Approval of previous meeting minutes held March 15th, 2022.
Commissioner Mecham made a motion to approve the minutes with the stated corrections. Seconded by Commissioner Dickinson. All were in favor. Motion passes 4-0.
3. Citizens comments.
Kamelle Gleave started by thanking the commissioners for the time that they put in to serve the community. She is here asking about what type of regulations the city has for business signs. She would like to have a sign posted for her business. The Commissioners asked if Kamelle had any specifications on what she would like and at this time she doesn’t. She is currently looking into different options for a sign. On a different subject, a concern Kamelle has is that someone is dumping trash illegally in the green waste dump. She appreciates the service and doesn’t want to see it taken away. The commissioners all agree that the green waste dump is a great service to the community, and they also do not want to see it taken advantage of. They will visit with the Monroe City Council and inform them of the complaint that has come forward.
4. Public Hearing to receive comments on concerning proposed updates and revisions to the Monroe City Land Use Development Code. Proposed changes will include but not limited to updates to definitions, a plain language update, conditional use permit standards added, zoning district uses and meeting requirements of the state.
Commissioner Lee closed the regular planning commission meeting at 7:09 p.m. on April 19, 2022. Commissioner Lee then opened the public hearing meeting at 7:09 p.m. Commissioner Lee informed the citizens that the city received a grant to update the ordinance and subdivision book. Currently the book is 1/3 of the way finished and the steering committee feels like the context they have reviewed and updated is ready to be presented for a public hearing. Commissioner Lee opened the floor for comments. No comments were received.
Commissioner Lee closed the public hearing at 7:10 p.m. on April 19, 2022.
5. Public Hearing to receive comments on proposed subdivision “Monroe Highland Ranches Subdivision Phase I” located at approximately 698 West 800 South. Submitted by Doug Monroe.
Commissioner Lee opened the public hearing at 7:11 p.m. on April 19, 2022.
No comments were made.
Commissioner Lee closed the public hearing at 7:12 p.m. on April 19, 2022.
Commissioner Lee reopened the regular planning commission meeting at 7:12 p.m.
6. Conditional Use License “Buffalo Cove Studios” located at 10 N 200 E. Submitted by Bradyn Hattendorf.
Bradyn is here requesting a conditional use license to open a woodworking shop. His work would mostly be making reclaimed furniture out of his garage. He doesn’t believe he will have issues with noise. He also will not have customers coming to his place. Commissioner Roberts asked where he plans to sell his furniture? She wants to know if it is to individuals or to furniture stores. Bradyn plans to just deliver locally or take it to a shipping company if the buyer is not local. He really does not want customers coming to his house. Commissioner Dickinson noted that not having customers coming will keep traffic to a minimum. Commissioner Dickinson also asked about sanding and if he has proper ventilation to keep that under control. Bradyn said he’s working on getting a dust collection but doesn’t expect high volume dust from sanding. No other questions or concerns were stated.
Commissioner Dickinson made a motion to recommend approval to the Monroe City Council with the stated conditions that he is respectful to his neighbors with noise, keeps traffic to a minimum and that there will be no fire hazards. Seconded by Commissioner Roberts. All were in favor. Motion passes 4-0.
7. Lot line change of parcel 1-M20-95 AND 1-M20-96. Located at 125 North and 137 North Main Street. Submitted by owner Judy Walters and representative Katie Hunsaker.
Katie is here looking to change the property line of parcels 1-M20-95 and 1-M20-96. They are hoping to change the lines to be able to sell the parcels separately. The commissioners had questions about where the septic tank was located and if the parcels share the same tank. If the parcels do share the tank, they can not be sold separately. Katie asked how she can find out where the tank is located? The commissioners directed her to the county health department. She asked if they could approve the split without knowing the status of the septic and the commissioners told her no. They all agreed that they want to know where the septic tank sits and what the plan would be to install another one to the other parcel if they do share the tank. If she finds out that each parcel has its own septic tank the commissioners have no problem with the proposed split. The commissioners tabled the proposed split until the septic tank has been located.
8. Single lot split located at approximately 520 S 500 E. Submitted by Johnny Parsons.
Johnny is here requesting a single lot split off his property. Both the old and new parcel will have access from the city street that comes into a cul de sac. Johnny noted that the road will be 30’ and he is just splitting a piece of his property to have access to and from the city street. The new and old parcel both have all the proper square footage and the required amount for the 90’ turn around radius. Commissioner Lee said that splitting the property this way fixes the problem of not having the access to and from the city street that made Johnny’s son, Josey, property land locked.
Commissioner Roberts made a motion to recommend approval to the Monroe City Council. Seconded by Commissioner Dickinson. All were in favor. Motion passes 4-0.
9. Discussion on affordable young adult housing. Submitted by Nathan Young.
Nathan Young is wanting to do large complex affordable housing for young adults. The commissioners have concerns that for now Nathan has good intentions of helping young couples get into homes but what happens down the road? The commissioners worry that the complexes could possibly turn into short/long term stays. Mayor Parsons has visited with Nathan and the city council, and their concern has to do with designation of age limits. What would happen after the complexes are built but Nathan can’t limit who they allow in there? Commissioner Lee said the changes in the legislator have made it hard to be able to control. Since Nathan is not here, the commissioners tabled the subject until they are able to visit with him and get a better idea of what exactly he would like to propose.
10. Adjournment.
Commissioner Roberts made a motion to adjourn at 7:30 p.m. Seconded by Commissioner Dickinson. All were in favor. Meeting adjourned.
