MONROE CITY PLANNING COMMISSION

September 20th, 2022

  1. Chairman Bart Lee conducting- Meeting called to order- Prayer- Roll call.

The regular meeting of the Monroe City Planning Commission was called to order by Chairman Bart Lee on September 20at 7:00 p.m. Opening prayer was offered by Commissioner Mecham.

  • Approval of previous meeting minutes held August 16th, 2022.

Commissioner Mecham made the motion to approve the minutes with the stated corrections. Seconded by Commissioner Dickinson. All were in favor. Motion Passes 4-0.

  • Citizens comments.

Yvonne Shaver and her son Mike have been looking into purchasing a couple of properties in Monroe to turn into commercial office spaces. They are wondering how big a legal lot size needs to be to have it be a residential stay. Commissioner Lee informed them it needs to be 14,000 square feet or 1/3 of an acre. They also asked about building a two-level building with a commercial space on the bottom and a residential area on the top. Commissioner Lee told them it all comes down to the septic system if the health department will allow them to have a residential and commercial area with such a small lot size. They also asked if they are allowed to combine lots in the future. The commissioners informed them that they would be able to present that idea at a planning commission meeting. Mike asked about parking and how far you have to be away from a stop sign? Commissioner Dickinson said that parking can line the streets but there cannot be parking within 30’ of a stop sign. 

  • Oversized shop that exceeds 1,400 square feet located at 425 West 1080 South. Submitted by Douglas Monroe.

Doug is wanting to build a shop that exceeds the 1,400 square feet regulation. He wants the shop to be used as storage, an extra garage and just a place where he can make repairs on his farm and personal equipment.  Commissioner Dickinson pointed out the fact that Doug owns 10 acres, so setbacks and water lines won’t be an issue.  Commissioner Lee wanted it noted that Doug cannot be over the 30’ height regulation and if he is going to put in running water, he needs to get approval for his septic system from the health department.  No other questions or comments were made.

Commissioner Dickinson Made the motion to recommend approval to the Monroe City Council with the stated conditions that if running water is hooked to the shop that his septic system is passed off with the health department. Seconded by Commissioner Roberts. All were in favor. Motion Passes 4-0.

  • Conditional Use permit “Moni’s LLC” located at 845 West Redview Drive. Submitted by Monica Espinoza.

Monica bought the home as a vacation home for when her and her family come and stay in Monroe. She has remodeled the home and now wants to use it as an AirBnb. Commissioner Lee asked how many bedrooms there are in the house and how many people would she like to accommodate? Monica told the commissioners that she has 3 bedrooms and enough space for 3 couples and a few kids. Commissioner Lee made the comment that she has plenty of parking in the front, side and the driveway since there is not a stop sign. Commissioner Roberts asked who takes care of the property while she is gone? Monica informed them that she has a company that takes care of the lawn and outside needs while she cleans and cares for all the space inside of the home. Commissioner Lee asked if she were to have issues with the property, does she have someone locally who could help resolve the issue? Monica said that she currently doesn’t, but she is willing to make arrangements to get someone. Commissioner Lee asked if there is a basement to the property but there is not. She also told the commissioners that she is putting up a privacy fence and she knows she needs to get with the city office about obtaining a building permit and following the fence ordinance. Commissioner Dickinson asked about the safety inspection page of the application since it has not been filled out. Monica said she will get the inspection done and filled out properly so it will be ready for the city council meeting next week. No other questions or comments were made.

Commissioner Mecham made a motion to recommend approval with the stated condition that she gets the safety inspection page filled out prior to the Monroe City Council meeting. Seconded by Commissioner Dickinson. All were in favor. Motion passes 4-0.

6.            Public Hearing to receive comments concerning proposed updates and revisions to Monroe City Land Use Management and Development Chapter 2 Subdivisions.  Changes will include updates to definitions, a plain language update, and meeting requirements of the state. 

Commissioner Lee opened the public hearing at 7:32 p.m. on September 20, 2022.

No citizen comments were made. Commissioner Lee informed the commissioners that progress is still being made on the land use book and he is pleased with the updates and changes that are being presented for the public hearing.

Commissioner Lee closed the public hearing at 7:36 p.m. on September 20, 2022.

Commissioner Lee reopened the regular Monroe City Planning Commission meeting at 7:36 p.m. on September 20, 2022.

7.            Adjournment.

Commissioner Dickinson made the motion to adjourn at 7:37 p.m. Seconded by Commissioner Mecham. All were in favor. Meeting adjourned.
