MONROE CITY PLANNING COMMISSION

The regular meeting of the Monroe City Planning Commission was called to order by Chairman Bart Lee on August 16th, at 7:00 p.m. Opening prayer was offered by Commissioner Roberts.

- Approval of previous meeting minutes held July 19th, 2022.
Commissioner Roberts made a motion to accept the minutes as written. Seconded by Commissioner Mecham all were in favor. Motion passes 3-0.

4. Vacation Plat of lots #5 & #6 in the Monrovian View Estates Subdivision. Submitted by Michael Patton.
Mr. Patton owns lots #5 & #6 and the road that leads into the back of the Monrovian View Estates Subdivision. He is looking to vacate the properties because he is getting 3 different tax notices and assessments. He would like to combine all his properties so that he only receives one tax notice. Commissioner Lee asked who owns the access strip behind his two properties and Mr. Patton replied it belongs to Jeremy Stevens. Mr. Patton informed the commissioners that Jeremy can also access that back strip of property from his house property. Commissioner Mecham asked where the road would lead to if he were to make his lane private? Mr. Patton said it would dead end into a field that could possibly one day become a subdivision. Commissioner Roberts asked what his main objective was tovacate the property? He said one tax notice, one property notice. His son will inherit the property and he wants things simplified for him. Commissioner Lee is worried about the back parcel belonging to Jeremy Stevens becoming land locked if Mr. Patton combines all his parcels together. The road that Mr. Patton owns is the only legal recorded access to that back property and he doesn’t want to include the road with the vacate. Mr. Patton is fine with not including the road into the combination but also feels like it’s unfair that he must maintain the road and pay taxes on it for other people to use it. Commissioner Lee asked Mr. Patton if there was any type of agreement concerning the road when he purchased the property and he informed the commissioners that he would have the road graveled and maintained as part of the purchase agreement. The commissioners came to an agreement that they do not want the road combined with the vacate due to future growth and development that could occur.
Commissioner Roberts made a motion to recommend approval to the Monroe City Council to vacate lots 3-274-5 and 3-274-6 from the Monrovian View Estates Subdivision and combine them into one. Seconded by Commissioner Mecham. All were in favor. Motion passes 3-0.
5. Other business.
Commissioner Lee updated the commissioners that progress is continuing with the land use book. It’s going slower than he wants but still is making progress. He is happy with what the steering committee has done so far and feels like they are ready to present the changes and updates they have made in the subdivision portion for a public hearing. The commissioners agreed to hold a public hearing at their next scheduled meeting which will be September 20, 2022.
6. Adjournment.
Commissioner Mecham made a motion to adjourn at 7:44 p.m. Seconded by Commissioner Roberts. All were in favor. Meeting adjourned.
