MONROE CITY PLANNING COMMISSION

January 20th, 2026

1.         Meeting called to order- Prayer- Roll call.

The regular meeting of the Monroe City Planning Commission was called to order by Chair Candice Barney on Tuesday, January 20, 2026, at 6:01 P.M. Opening prayer was offered by Commissioner Barney.

2.         Welcome new members of planning commission; Lance Roberts and Riley Lindsay.

Commissioner Barney welcomed Riley Lindsay to the Planning Commission. Commissioner Lindsay introduced himself, noting that he grew up in Monroe and works as a land surveying professional. He has worked with UDOT for 14 years and currently serves as a right-of-way, utilities, and survey manager. Commissioner Lindsay expressed his enthusiasm for joining the commission, explaining that his professional experience with zoning and property rights would be beneficial. He shared his perspective on growth, referencing a keynote speech by the governor which emphasized that communities are either growing or declining, and that the key is managing growth well rather than trying to prevent it. The commissioners expressed their excitement to have Riley join the planning commission. Commissioner Barney noted that Lance Roberts would be introduced at the next meeting.

3.         Re-elect and elect Planning Commission Chair and Chair Pro-Temp.

Commissioner Barney noted that she had served as chair since late 2024 (approximately a year and a few months) and opened the floor for nominations for chair and chair pro-temp positions.

Commissioner Riddle made a motion to recommend Commissioner Candice Barney as Planning Commission Chair and Commissioner Talon Gadd as Planning Commission Chair Pro-Temp. Seconded by Commissioner Lindsay. All were in favor. Motion passes unanimously.

4.         Approval of previous meeting minutes December 16, 2025.

Commissioner Gadd made a motion to approve the minutes from December 16, 2025, with the suggested changes. Seconded by Commissioner Lindsay. All were in favor. The motion passed unanimously.

5.         Citizens’ comments.

No citizens were present to provide comments.

6.         PUBLIC NOTICE: The purpose of this hearing is to receive comments regarding proposed amendments to Monroe City Land Use Zoning ordinance.  Proposed amendment to Title 13 .3.0 Definitions; 13.6.4- Zoning District Established Uses; as well as text amendments to provide clarity and correctness to the Monroe City Land Use Zoning Ordinance.

Commissioner Barney closed the regular planning commission meeting at 6:08 PM and opened the public hearing regarding proposed amendments to Monroe City Land Use Zoning Ordinance.

Commissioner Barney provided background on the amendments, explaining that they had previously changed regulations for the wellhead protection zone. This necessitated updates to the zoning district uses. She also noted that they discovered inconsistencies between the definitions section and the zoning district uses table, which they were working to synchronize.

Commissioner Barney explained their approach to overlay zones, noting that the wellhead protection zone and flood zone would be clearly marked as overlays on city maps, requiring property owners to meet both the requirements of the underlying zone (residential, commercial, etc.) and the overlay zone. The map would use stripes to indicate overlay zones while still showing the underlying zone designation.

The commissioners discussed several specific changes:

  • The difference between “childcare” (in a residence, limited to 5 children) and “day care center” (commercial space)
  • Consolidating multiple agricultural definitions into one comprehensive definition
  • Adding a “commercial dog kennel” definition while moving “hobby kennel” under animal ordinances
  • Adding “instructional studio” to cover dance, piano, gymnastics, fitness, and art instruction spaces.

Commissioner Barney noted that while the state prefers municipalities to move away from conditional use permits and more towards specific ordinances, Monroe City would continue using conditional permits due to its smaller size and limited number of zones (4 compared to larger municipalities that have multiple zones). She suggested that in the future they might develop a template for conditional use that addresses common concerns like lighting, traffic, safety, noise, and hours.

Commissioner Barney closed the public hearing at 6:25 PM and reopened the regular planning commission meeting.

6.         Consider Proposed amendments to Title 13 .3.0 Definitions; 13.6.4- Zoning District Established Uses; as well as text amendments to provide clarity and correctness to the Monroe City Land Use Zoning Ordinance.

Commissioner Gadd made a motion to recommend the proposed amendments to Title 13.3.0 definitions and the zoning district established uses to the Monroe City Council. Seconded by Commissioner Riddle. All were in favor. Motion passes unanimously.

7.         Other Business.

Commissioner Barney updated the commissioners that the annexation submitted by Shawn Lindsay was pulled and didn’t proceed to city council. Commissioner Barney provided an update on the annexation discussed at the previous meeting to the other commissioners. The applicant had withdrawn the annexation permit after hearing community concerns at the previous public hearing. Commissioner Barney noted that the applicant is likely looking at property elsewhere in the city.

Commissioner Barney proposed that the commissioners review zoning district uses from letters I through R before the next meeting. She offered to send the relevant documents to the commissioners and suggested they could hold a work session to review the material together if desired.

Commissioner Barney announced that the state ombudsman for land use authority would be conducting a training session on February 9, 2026, at approximately 6:00 PM at the Monroe Community Center. This training would be available to planning commission members from the South Sevier area including Monroe, Central, Elsinore, Annabella, and Joseph.

8.         Adjournment.

Commissioner Gadd made a motion to adjourn, seconded by Commissioner Lindsay. All were in favor. Meeting adjourned at 6:36 PM.
